FINANCE
Finance department is led by Mr Sheldon Goodall who is the Chief Finance Officer. He leads the department with a team of three managers responsible for different sections within the department, i.e. Mrs Bukelwa Dlodlo – the Chief Accountant, Mrs Funeka Mbaliswana – Budget & Treasury, Noluvo Maki – Supply Chain Practitioner.
Mission Statement of Finance
The Budget and Treasury office of the Elundini Local Municipality is committed to its mandate of providing a comprehensive financial management and advisory service to Council and all Directorates within Council. The directorate supports the Integrated Development Plan of Council through the achievement of a sound and sustainable financial environment from which Council can deliver services to all inhabitants of the municipality.
The Budget and Treasury Office is constituted by 5 sub-directorates, namely:
1. Budget and Financial Accounting Office
Main Functions:
- Directorate units support and consolidated accounting;
- Capital Accounting and budgeting;
- Financial accounting, control and systems development;
- Financial Statements;
- In year reporting;
- Resolution of audit matters
2. Office of Treasury and Financial Support
Main Functions:
- Cash Management;
- Investment of Funds;
- Risk and asset management;
- Liability Management
- Advisory Services;
- Projects, planning, development and administrative support;
- Performance Management.
3. Expenditure Management
Main functions:
- Expenditure control;
- Creditors;
- Salaries, wages and related expenditure.
4. Supply Chain Management
Main Functions
- Acquisition Management;
- Warehousing and Inventory Management;
- Bid Administration;
- Contracts Control.
5. Revenue Management and Customer Care
Main functions:
- Metered Services;
- Rates, services and miscellaneous;
- Billing co-ordination;
- Receipting;
- Customer Care;
- Debtor Management;
- Credit Control
