FOR: DATA & VOICE MOBILE PACKAGES FOR COUNCILLORS

Proposals are hereby invited from experienced ICT consultants and mobile service providers for the DATA & VOICE MOBILE PACKAGES FOR COUNCILLORS at Elundini Local Municipality.

Bidders must submit the following mandatory documents as part of the tender document:
●An original valid Tax Clearance Certificate
●A certified copy of company registration certificate with CIPRO
●Certified ID copy of the company owners
●A company profile of the company
●Failure to supply all mandatory documents will result in the tender being deemed non-responsive and therefore the tender will not be considered.

Bids documents will be available as of 7th June 2011 until the 24th June 2011 at the Maclear Municipal Offices, Finance Department, No.1 Seller Street, Maclear, 5480, on payment of a non – refundable deposit of R150.00 [One hundred and fifty rand only], payable at Finance Department . Payments should be in the form of a cash or Bank – guaranteed cheques made payable to Elundini Local Municipality. A briefing session will be held on the 14th June 2011 at the Traffic Boardroom at Elundini Municipality in Maclear at 12h00.

The completed Bid document must be placed in a sealed envelope, clearly marked with the Bid number and the nature of the service required, and must be posted to reach Elundini Local Municipality, or deposited in the Bid Box situated at the Finance Department, Elundini Municipality, No.1 Seller Street, Maclear, 5480 by no later than 12H00 on the 24th June 2011.All Bids submitted and received after the closing date will not be acceptable. No late, telephonic, or faxed bids/proposals will be considered. The lowest price will not necessarily be the acceptable bid.

Bids will be evaluated based on the 90/10 preference point system in terms of the Preferential Procurement Policy Framework Act (Act 5 of 2000) and Regulations thereto. Circular No. 53 of the MFMA will be applied in functionality assessment where the total points for functionality will be 40, a minimum threshold value of 60% must be obtained in functionality in order for the bidder to be evaluated in price. The Municipality reserves the right to accept or reject any bid/proposal.
