MANAGER – PROJECT MANAGEMENT UNIT (5 YEAR FIXED TERM CONTRACT)

 Minimum Requirements

• Matric +ND: Civil Engineering
• A minimum of five years experience with MIG funded projects
• NQF Level 7 certificate in Labour intensive construction methods
• Certificate in Project Management (at least NQF Level 6)

• Computer literate • Understanding of MIG reporting formats
• Understanding of the job creation programs
• Understanding of social facilitation for projects
• Experience in using survey equipment, autocad, civil designer
• Experience in project scope development (taking measurement and preparing schedule of quantities)

 Key Performance Areas

• Primarily responsible to integrate, co-ordinate, project-manage and financially administer the Projects in his/her area of jurisdiction.
• Responsible for the administration, project and financial management of MIG funded projects and from other sources of funding
• Coordination of the project identification and prioritization process ensuring proper integration of the respective Infrastructure Investment Framework (IIF) and Integrated Development Planning (IDP’s) and SDBIP and updated annually
• Coordination and administration of service agreements and contracts with contractors and consultants for each project – including feasibility and backlog studies.
• Responsible for the management of the municipal infrastructure programme as well as physical project implementation activities.
• Ensuring project management administrative functions, from project registration and evaluation through to final project completion reports, are taken care of.
• The facilitation of backlog studies and environmental impact assessments of projects when necessary. Ensure that mining permits are approved prior project implementation
• Ensuring project compliance with all applicable legislation, policies and conditions applicable to MIG and as required by the various spheres of government
• Conducting project performance and cash flow reviews;
• Submitting monthly, quarterly, bi-annual, annual and ad hoc reports to DPLG as determined in applicable legislation or as required by the MIG Management Unit;

• Liaise with relevant government departments and stakeholders and ensure that the MIG: MIS and EPWP are kept up to date and that monthly reports are submitted

SUPERVISOR – ROAD & STORM WATER CONSTRUCTION (Task Grade 7)

Annual Basic Salary: R82 824 – 107 508 plus all fringe benefits applicable to a Category B Municipality

Minimum Requirements:

• Grade 12
• Good organizational skills
• Be able to work under a stressful environment
• Code EB (08) Drivers License essential
• Computer literacy an added advantage
• Functionally literate in Xhosa, Sesotho and English
• Must be able to read and write in English
• Ability to operate designated vehicles, plant and to supervise staff.
• Three (3) years related experience

Key Performance Areas

Daily supervision of the following:-

• Installation of storm water pipes across roads, drop inlets, headwalls and waterways.
• Installation of v drains.
• Installation of pipes and culverts for river crossings.
• Construction of cast in site low level bridges.
• Stone pitching & gabion work.
• Formation and compaction of road bed.
• Gravel dumping, spreading and compaction on District roads.

• Grade 10 Certificate and be able to read and write
• Code EB Drivers Licence and PDP
• Proficiency in English, isiXhosa or Sesotho will serve as an added advantage.

• Drive Municipal vehicles taking Councillors and officials to various meetings,workshops and other areas as required by the job functions.

CALL FOR NOMINATIONS FOR APPOINTMENT AS COMMUNITY MEMBERS

 In order to enable the Council to comply with its oversight obligations in terms of section 129 of the Municipal Finance Management Act No. 56 of 2003, the Council has established an oversight committee with the following primary functions:

 (a)          to undertake a review and analysis of each quarterly mayoral report and the  Annual Report;

 (b)       to invite, receive and consider inputs from councillors, portfolio committees and the senior management team of the municipality on the Annual Report;

 (c)        to consider written comments received on the Annual Report through a prescribed public consultation process;

 (d)       to conduct public hearing(s) to allow the local community or any organs of state to make representations with regard to the Annual Report;

 (e)        to receive and consider the views and comments of the Audit Committee on the annual financial statements, the performance report and on any other matter in respect of which the Audit Committee has submitted a report or made a recommendation;

 (f)        to make comment and submit recommendations to the council on the quarterly mayoral report;

 (g)       to prepare the draft Oversight Report, taking into consideration the views and inputs of the public, representative(s) of the Auditor-General, organs of state, the Audit Committee, councillors, portfolio committees and the senior management team of the municipality;

 (h)       to ensure that the Oversight Report complies with applicable statutory directives, instructions or requests received from or made by National Treasury;
